Under general supervision, oversees the comprehensive on-site school-based chemical health and intervention services provided by the Safe and Drug-Free Schools (SDFS) program to address substance abuse issues.

· Supervises and trains MPS Alcohol & Drug Technicians; schedules and assigns tasks and projects; develops staff skills and conducts performance evaluations; meets regularly with staff to discuss and resolve priorities, workload and technical issues.
· Advises, trains, directs and assists Technicians; provides coaching, guidance and consultation on professional responsibilities, case management protocols and technical skills.
· Reviews the work of Technicians to assure the work quality and timely accomplishment of assigned duties and responsibilities, and compliance with state and Federal regulations and MPS standards.
· Coordinates projects for Safe and Drug-Free Schools (SDFS) program.
· Provides advice and assistance on substance abuse issues for MPS staff and families of students.
· Administers alcohol & drug screening tools as requested.
· Assists with return from suspension intakes.
· Assists schools in implementing curriculum for classroom substance abuse prevention programs.
· Works with community leaders to identify program needs and community service improvements.
· Demonstrates courteous and cooperative behavior when interacting with students, clients, visitors, and MPS staff; acts in a manner that promotes a harmonious and effective workplace environment.
· Enthusiastically promotes the Superintendent’s goals and priorities in compliance with all policies and procedures.
· Maintains absolute confidentiality of work-related issues, records and MPS information.
· Other duties or tasks may be assigned on an as-needed basis.
· At times may be required to work outside normal business hours and work extended hours to accomplish requirements of the position.
Education, Training, and Experience Guidelines
Bachelor’s Degree in Alcohol & Drug Counseling, including completion of Alcohol And Drug Counselor practicum; AND four years of experience in substance abuse counseling; OR an equivalent combination of education, training and experience as determined by Human Resources.
• Public health and safety protocols and regional substance abuse issues.
• Counseling techniques and procedures, and professional rules of conduct.
• Fundamentals of substance abuse patient behavior, counseling procedures, and mental hygiene.
• Ethnic and socio-economic minority cultures, and barriers to counseling services.
• Regional community service agencies and other governmental assistance programs.
• Principles and practices of public sector administrative management, including finance, accounting, budgeting, purchasing, customer service and employee supervision.
• Principles of record keeping and confidential records and file management.
• Interpreting and applying applicable Federal, state and local rules and regulations; and MPS policies.
• Reviewing operations, identifying potential problems, and verifying MPS compliance with state and Federal regulations.
• Analyzing and identifying substance abuse problems, and recommending effective solutions.
• Assessing and prioritizing multiple tasks, projects and demands.
• Researching, collecting, analyzing, and preparing data and generating reports.
• Managing staff, delegating tasks and authority, and evaluating staff performance.
• Operating a personal computer utilizing standard and specialized software.
• Communicating effectively verbally and in writing.
LICENSE AND CERTIFICATION REQUIREMENTS
A valid Minnesota State Driver’s License may be required. Must obtain and maintain Licensed Alcohol and Drug Counselors (LADC) license from the Minnesota Board of Behavioral Health and Therapy.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT
Work is performed in a standard office environment which requires occasionally lifting such articles as file boxes or heavier materials with help from others and/or lifting and carrying light objects frequently. A job in this category may require walking or standing to a significant degree or may involve sitting most of the time with long periods of computer work and heavy phone usage.
